The aviation industry is considered to be one of the most regulated (perhaps second only to the nuclear industry. There exist a large body of rules and regulations that must be observed. Regulations governing international civil aviation all issue from the Chicago Convention of 1944. Regulations made by regional bodies and States do not conflict with those established by the Chicago Convention.
